1. Policies - - A polices and procedures manual is the guidebook for everyone. Developed, maintained and utilized properly, it will ensure PSAP employees meet the agency-defined operating standards.

3. Quality Assurance - To ensure PSAP employees are following the agency-defined policies and procedures, quality controls must be established to measure and monitor their performance. In addition, methodology must be established for "red flags" to appear when the actions of PSAP employees are contrary to established procedures. Each must have an assigned value.

∙ Employee Evaluation - One of the most important quality controls in a quality assurance program is a "performance-based" evaluation program. Without this, there is no way to objectively measure and compare performance of all employees to the same written standards. This process begins with the development of written operating standards for every task listed on the employee job performance. A numerical value is assigned to each task on the written job description.
